- The DOI Foundation. This international organization is a not-for-profit organization that oversees the DOI system's development, governance, and technical infrastructure. They establish the fundamental standards and policies for DOIs and DOI registration agencies.
- DOI Registration Agencies. These are organizations authorized by the DOI Foundation to allocate DOIs to digital objects. Examples of registration agencies include CrossRef, DataCite, and mEDRA. Each agency may have its own additional standards and practices, particularly in specific domains like research articles or datasets.
